A theoretical and practical legal perspective from 22 years of law practice and 7 years law teaching, including managing a small business (my practice) for 19 years.

2. What are the critical concerns of your district? (75 word limit)
Fiscal policy that increases the federal debt from $5.77 to $7.88 trillion over the next five years and limits our ability to undertake needed tasks.
A health care system which denies access to a substantial part of the population, and is pricing itself out of the reach of even the upper middle class.

3. What changes, if any, would you propose in the delivery and financing of health care in the United States? (75 word limit)
We must undertake a comprehensive reformulation and integration of the health care delivery and compensation system, including an intentional and deliberate public evaluation of the scope of treatment which will be generally afforded, cost containment both through market and political mechanisms, and governmental action to increase the resources available for health care while decreasing their cost. These decisions should be political, not market based.
4. How would you balance the need to protect American citizens from terrorists with the need to retain our civil liberties? (75 word limit)
The fundamental freedoms assured in the Bill of Rights must not be sacrificed in the interest of a perceived need to take expedient action to create "security." The founders included the Bill of Rights in the Constitution out of their fear that such a course might appear attractive to those in power in the future. Civil liberties must be paramount, and actions we take through government must be within their bounds.
5. Discriminatory practices by health benefit plans are a significant barrier to accessing mental health care. Would you support legislation to require equal treatment (parity) of mental health care with other health care benefit plans? (75 word limit)
We must undertake an intentional and deliberate evaluation of the scope of treatment which will be generally afforded, balancing ethical considerations, costs, and benefits, both to the individual and to society as a whole. Mental health care should be included on parity with other medical needs in this balancing process.
